Education in Norway is structured into three levels: primary (6-13 years old), lower secondary (14-16 years old) and upper secondary (17+ years old). Primary school is free and compulsory for children aged 6-13 but due to poverty many children do not have access to education beyond primary school. Secondary school consists of two cycles: lower secondary (7th-9th grade) followed by upper secondary (10th-12th grade). At this level students are required to take part in classes designed to promote respect for national identity, culture, language and history while also teaching them about democratic values such as tolerance, democracy, human rights etc. Tertiary level education includes universities offering degree programs across numerous disciplines such as engineering, medicine and business studies as well as private colleges providing courses ranging from certificates through to postgraduate degrees such as Masters or Doctorates. However access to higher education is limited due to poverty with only those from wealthier families being able to afford university tuition fees while those from poorer backgrounds are often unable to pursue further study opportunities due lack of financial resources. In terms of educational attainment, Norway has one of the highest levels in Europe with an average of 15 years spent in formal education among adults aged 25-64 years old. Norway also has a number of international schools which offer a range of curricula including the International Baccalaureate Programmes, Cambridge International Examinations and Edexcel International.
