According to the Constitution of 5 October 1921, Liechtenstein is a constitutional monarchy, hereditary in the male line. Head of state is the reigning prince, who appoints the prime minister on the proposal of the Parliament or Diet, composed of 25 members elected for 4 years by universal suffrage (women were only admitted to vote in 1984). With the constitutional reform of March 2003, the powers of the reigning prince were strengthened, who has the possibility to force the prime minister to resign and to annul the laws voted by Parliament. The judicial system, based on local civil and criminal codes, provides for a Supreme Court and a Superior Court. The principality, which does not have an army, has a small police force. The Liechtenstein school system provides for eight years of compulsory education (ranging from 6 to 14 years of age). After five years of primary school, one enters a three-year period of lower secondary school, at the end of which it is possible to follow a further three-year period of upper secondary school, or to attend a secondary study course, lasting eight years overall, which allows access to university studies. The latter are carried out abroad (Austria, Germany, Switzerland) since there is no university system in Liechtenstein.
