Modern Austria, which arose from the disintegration of the Habsburg Empire at the end of the First World War and returned to full sovereignty with the Vienna Treaty of 1955, is a parliamentary federal republic; the 9 federated states(Bundesländer) of which it is composed, according to the 1920 Constitution, still in force, enjoy wide political and legislative autonomy, exercised through federal diets (or assemblies). The legislative function is carried out by the National Council (Nationalrat), whose members are elected by universal suffrage and remain in office for 4 years, and by the Federal Council (Bundesrat), whose members are appointed by the diets of the federated states in a number proportional to the population. The President of the Republic, elected by direct universal suffrage, remains in office for 6 years: he is responsible for the appointment of the Chancellor, who is head of the government and must obtain the confidence of the National Council. Foreign affairs, justice and defense are the responsibility of the state; the federated states are responsible for the rules relating to education, public works, welfare activities and in general business of prevailing local interest. The Austrian armed forces comprise only the army, which also includes the air force; two thirds of the staff are made up of professionals and the remainder of conscripts; military service is compulsory for all able-bodied male citizens aged 19 and over. Education is free and compulsory from 6 to 15 years of age. Primary school includes a 4-year cycle, after which you can choose between two secondary school addresses: the Hauptschule, which allows access to technical institutes, and the Allgemeinbildende höhere Schule, which gives the right to university education.
