The legislative function is carried out by the National Council (Nationalrat), whose members are elected by universal suffrage and remain in office for 4 years, and by the Federal Council (Bundesrat), whose members are appointed by the diets of the federated states in a number proportional to the population. The President of the Republic, elected by direct universal suffrage, remains in office for 6 years: he is responsible for the appointment of the Chancellor, who is head of the government and must obtain the confidence of the National Council. Foreign affairs, justice and defense are the responsibility of the state; the federated states are responsible for the rules relating to education, public works, welfare activities and in general business of prevailing local interest. The Austrian armed forces comprise only the army, which also includes the air force; two thirds of the staff are made up of professionals and the remainder of conscripts; military service is compulsory for all able-bodied male citizens aged 19 and over. Education is free and compulsory from 6 to 15 years of age.
